Live in a city does not mean every corner of it on day one.

A city is not one switch. Neighbourhoods are marked in or out, and the app says so rather than accept a booking nobody can serve.
One map per service
Rides, parcels and rental cover different ground. Rental often starts at the hub while rides already run across most of the city.
Zones follow captains
An area opens when demand from it is matched by captains living near it. Coverage follows people, not a circle drawn on a map.
